I REFER to your report “Sturgeon: Scotland left in horrendous situation due to UK Budget delay” (November 14).

Might I gently point out to the Scottish Government that if it had introduced a model of annual ground rent to raise all of its budget and replace all existing Scottish taxes, and set a zero rate for income tax, there would have been no problem since no block grant would have been required from Westminster, and Derek Mackay would have known to the pound how much money he would have had rather that the guestimates he has to work with at present.

It surely is time for Scotland to take control of its budget, even under the current devolution settlement. That will create the gulf between us and rUK and persuade the doubters how better off we all are taking control of our finances.
