JOHN Bercow has been branded a “serial liar” and a bully targeting “well-educated members of the establishment” by a House of Commons investigation.

The former Speaker should be banned from holding a pass to the Commons forever, the Independent Expert Panel (IEP) found after it upheld complaints by three members of parliamentary staff.

During his tenure, Bercow – a former Conservative MP thought now to be a member of the Labour Party – was known for allowing challenges to the Government’s Brexit agenda.

The IEP upheld 21 out of 35 separate bullying allegations after following up findings by the Parliamentary Commissioner for Standards and said his “behaviour fell very far below that which the public has a right to expect from any Member of Parliament”.

The nature of his expletive-ridden tirades against members of staff were so offensive, the panel recommended that were he still an MP, Bercow should be expelled from the Commons.

At one meeting in 2009, Bercow was alleged to have flown into a rage and was described as having “spittle coming out of [his] mouth” and waving his arms about.

In another incident, Bercow was accused of throwing his mobile phone at Angus Sinclair, a former senior member of Commons staff, who described the device as having “burst into hundreds of bits”. He added: “It was the most violent, extraordinary display of temper.”

Kate Emms, a House of Commons employee, said Bercow had subjected her to “undermining and isolating behaviour” which the panel found to have “caused her to become seriously unwell through stress and anxiety”.

Stephen Irwin chaired the sub-panel of the IEP and said: “This was behaviour which had no place in any workplace.

“Members of staff in the House should not be expected to have to tolerate it as part of everyday life.”

He said Bercow’s evidence to the panel had been “widely unreliable and repeatedly dishonest”.

“He has attempted to defeat these complaints by false accusations of collusion and by advancing lies,” said Irwin.

The report added: “The findings of the Parliamentary Commissioner for Standards, which we have upheld, show that the respondent has been a serial bully […]

“His evidence in the investigations, the findings of the Commissioner, and his submissions to us, show also that the respondent has been a serial liar.

“His behaviour fell very far below that which the public has a right to expect from any Member of Parliament.

“The respondent’s conduct was so serious that, had he still been a Member of Parliament, we would have determined that he should be expelled by resolution of the House. As it is, we recommend that he should never be permitted a pass to the Parliamentary estate.”

Bercow was accused of targeting Sinclair and Robert Rogers, Lord Lisvane because of his “rooted and prejudiced hostility to those who he perceived to be well-educated members of the establishment”.
