EDUCATION Secretary John Swinney is set to announce the repeal of the SNP's Named Person scheme, two years after the Supreme Court ruled against key parts of the legislation.

The Herald newspaper claim that Swinney intends to scrap parts 4 and 5 of the Children and Young People Act of 2014, which centred on the proposed scheme.

The plan to provide a named person for every child in Scotland was introduced as part of the Scottish Government's Getting it Right for Every Child (Girfec) policy, though it faced immediately backlash from opponents who branded it a "snooper's charter".

In July 2016, the Supreme Court declared that the law was "unquestionably legitimate and benign", but that it extended beyind the legal competences in the provisions of the law which allowed public authorities to share information about young people.

Swinney responded by creating an expert panel who were tasked with the challenge of rewriting the legislation to bring it into line with the law, however last month the panel revealed that it was not possible to come up with understandable and workable rules as required.

A source speaking to the Herald claims the education secretary's announcement this afternoon will withdraw the key elements relating to Named Persons.
